“200 Temples” program (construction of Orthodox churches in Moscow)

“Program 200” (another name is the “200 temples” program) proposes to build 200 new Orthodox churches in Moscow in those areas where there are not enough of them - in all except the central one.

The project was launched in 2010 and exists only for charity.

The “200 temples” program was launched in 3 years


On February 5, 2009, Patriarch Kirill met with the then mayor of Moscow Yuri Luzhkov.
The task of “walking distance to churches” became the first task of the new patriarch. The plan was brought to the foundation of the first church in 3 years:

2. Summer 2009 - government order No. 2367 was prepared for the allocation of land.

3. October 2010 - the order was signed by Acting Mayor Vladimir Resin.

4. April 2011 - the first temple was laid - the Church of Cyril and Methodius (on Dubrovka).

After this reform, 200 churches were not enough, and the project decided not to limit the construction of churches to this number. There was no official renaming, but people use the name “Forty Sorokov” (a reference to the 1600 churches of pre-revolutionary Moscow). As of 2018, there are almost 1,200 churches in Moscow.

In 2015, money became scarce. Therefore, Patriarch Kirill proposed combining “200 temples” with city temple restoration programs:

  • federal target program “Culture of Russia”;
  • restoration program of the Moscow Government.

Number of churches opened

By 2015, 25 new churches had been completely built, and 28 new churches were under construction. Ninety temporary church buildings were erected, and daily services were held in eighty of them. In 2021, the hundredth new temple will be inaugurated in the capital.

The hundredth temple built under this program will be a new church in the Novokosino area. It is almost ready for commissioning: all construction work has been completed, walls and vaults have been painted, the temple area has been landscaped, and ornamental plants have been planted.

Another temple that will open its doors to parishioners by 2021 is the Church of the Kazan Icon of the Mother of God in Izmailovo. In total, 19 sites have been allocated for the construction of new churches in the east of Moscow. New churches have already been opened on seven of them; active construction work is underway on the remaining sites.

The Kazan image of the Mother of God has been revered in Rus' since ancient times. This image helped the militia of Minin and Pozharsky to fight foreign intervention. This is a reminder of the mercy of the Mother of God to our people, of her intercession. That is why in Russia so many new churches are named in her honor.

As a result, the number of new buildings will exceed the figure of 200 churches, but this will be done at the expense of churches built on the territory of New Moscow.

The land plots are selected by the Moskomarkhitektura and the Russian Orthodox Church. Public hearings are held for each site. If residents agree, the land goes into free-term use. For 2021, the statistics are as follows:

  • 170 approved;
  • 27 were cancelled.

Often, the city allocates plots of land in parks and forests in order to save on landscaping the church area. Sometimes - in courtyard areas and playgrounds. This is not popular with local residents and is impractical. Such cases are sent for reconsideration.

Before the project, Moscow had the lowest ratio of churches to residents (1 to 15,000) than anywhere in Russia. However, the project was not conceived to improve statistics. “Program 200” is not just churches, but entire complexes with Sunday school, children’s art groups and youth clubs. This is social service, spiritual work with the population.

The project also does not pretend to have artistic value. Structurally, churches differ in capacity (for 200, 250, 300 and 500 parishioners), and there are only 30 exterior design options in total.

The technical order was issued by the Department for Reconstruction and Development of Unique Facilities.

In the State Duma, as part of the International Christmas educational readings, they discussed a program for the preservation of abandoned and ruined churches that exist in every region of Russia. One of the initiators of its creation and implementation is the chairman of the newly established Expert Council on Church Art, Architecture and Restoration, Archpriest Leonid Kalinin, a sculptor, art critic, known for the artistic design of the Cathedral of Christ the Savior and the Main Military Church.

Father Leonid, please tell me how you answer your own question, why do we need to preserve monuments of ancient church architecture? It is clear that this is our historical heritage. But someone might say: so what? Maybe it’s better to demolish all these ruins and build new beautiful temples?


No standard projects. What new churches will appear in Moscow? More details

- Yes, many people think so. They say that all these ruins are a big headache and a problem, and it would be better if they didn’t exist. And of course, then it will become easier for everyone, because there will be nothing for which we are obliged to bear responsibility. I don't share this opinion. After all, all ruins are the memory of our ancestors, they are a thread connecting us with past generations. Behind every temple now in disrepair are huge layers of history of the area in which they were built, the history of the people who erected them, some of the saints who worked there and became famous. Therefore, what has come down to us from the past must be preserved as much as possible at the first stage so that they stop deteriorating. And the rest is a matter of time. I am sure that one day Russia will be able to allocate sufficient resources and material resources to revive these wonderful historical monuments.

And second: new churches will never be able to arouse such interest among pilgrims, among tourists, among people who want to see something authentic in Russia. These will be new forms that we often see now at various exhibitions and biennales, but which are of little use in the outback, where there is simply no money for such buildings. It is necessary to build new churches where they are in demand by the people, and those that have come down to us must simply be restored. This is reasonable and logical. In Moscow, there is a program for the construction of new churches in crowded new buildings, which was once called “200 churches.” Often these buildings are completely new architecture, sometimes in a completely modern new style or even some kind of postmodern. And the church blesses these new items if they have high artistic merit.

Speaking of people. What are the main problems that specialists face when restoring damaged and ruined churches? After all, the task is enormous, judging by the number of objects to be restored. What are the biggest challenges you will have to overcome?

Stop the explosion. How a unique temple was saved during the USSR - In Soviet times, there was a whole state system of restoration work and personnel training for this, which almost did not survive. The system was centralized, and regional branches were subordinate to the center. Everyone acted according to the same plan. An endless process. How many architectural monuments are being restored in Moscow? More details

At a meeting held at the Andrei Rublev Museum, you spoke about pilot projects developed for 22 dioceses in central Russia. What is the essence of these projects, in brief?

— The program for saving damaged monuments received the support of His Holiness Patriarch Kirill and the Supreme Church Council back in 2018. But due to the fact that the pandemic has erased the last 1.5 years, its implementation is still experiencing certain delays. The essence of the program: using a 3D scanning program to create an electronic portrait of every temple preserved in the country - both architectural monuments and those without such status.

Let me emphasize that the program is not aimed at what is already subject to state protection and support, but precisely at those church buildings that - especially from the 19th century - are not included in the register of monuments and, due to the fact that many villages have been lost, are practically doomed to destruction . It is these that we must now scan first, highlight the most interesting ones and those that require unconditional attention, then transfer them, perhaps, to the category of monuments, or perhaps simply carry out the necessary set of emergency measures according to a targeted state program.

If we are talking about modern photogrammetric laser scanning, then this means going to the site, clearing the temple around the perimeter of high green spaces and scanning from drones - this is completely different money, these are much lower expenses. Therefore, new technologies allow us to do all this enormous work in a fairly short period of time. A similar program was carried out in the European Union. 3 billion euros and 12 years were spent there. We need completely incomparable money. Minimum. I believe that within the next 10 years, if the program is supported at all levels, we will be able to cope with this task. On what basis is the register of ruined and damaged churches compiled? Which temples should be included in the list and which should not?

— Absolutely all buildings, both free-standing and included in estates, churches or architectural complexes, are subject to inclusion there. And within the framework of the analysis of this register, which will be created on the basis, as I already said, of 3D modeling technologies, those monuments that need special care and urgent work will be identified. In some cases, right during the implementation of the program, it will be possible to raise the question of the future of the building.

They can start by creating a project for emergency work, a specific list of these works. Here we really count on the help of the volunteer movement and youth organizations in the regions. And also to support regional governments, legislative assemblies and philanthropists that exist in each region.
