) is a deanery of the Moscow city diocese of the Russian Orthodox Church, which unites 47 churches (of which 8 are house churches), 1 convent and 5 chapels[1][2]. The boundaries of the district coincide with the boundaries of the Arbat, Presnensky and Khamovniki districts of the Central Administrative District of Moscow. The deanery also includes part of the Tver district: the Moscow Kremlin and St. Basil's Cathedral on Red Square. The dean of the district is Archpriest Vladimir Divakov, rector of the Church of the Ascension of the Lord in Storozhi, at the Nikitsky Gate[3].

    However, the formation of several dioceses on the territory of a single city contradicts the canonical norm “let there not be two bishops in a city” (I Ecumenical 8), therefore proposals were developed to create territorial vicariates in the capital, Patriarchia.ru reports. “As the ruling bishop of the city of Moscow, I cannot help but realize that I have very limited time for communication with the clergy of the capital and for archpastoral work with parishes. This is due both to the large Orthodox population and churches in our city diocese, and to the large volume of my responsibilities as the Primate of the Russian Orthodox Church,” Patriarch Kirill noted in his report at the Diocesan Assembly of Moscow on December 23.

    In 2010, a number of vicars of His Holiness the Patriarch were entrusted with the care of parishes in the deanery districts of Moscow. As the Primate said, at the next meeting of the Holy Synod, a document will be considered that establishes the rights and responsibilities of suffragan bishops managing territorial vicariates and prescribes the formation of advisory bodies under the vicariates.

    “Over the past year, confusion arose regarding how vicars and deaneries interact,” noted His Holiness Patriarch Kirill. — The answer is simple: the deans and deaneries that are part of the territorial vicariate are subordinate to the diocesan bishop through the vicar bishop who heads this vicariate. In other words, in matters that go beyond the competence of the vicar and relate directly to the authority of the diocesan bishop, the dean addresses the latter through the vicar.”

    In cases where the dean believes that the resolution of the issue is being unjustifiably delayed or the decision taken causes him bewilderment, he has the right to turn directly to the Patriarch with a report in which he must describe in detail the essence and chronology of the issue with the relevant correspondence attached, His Holiness clarified.

    At present, the parishes for which vicars are responsible coincide in most cases with one deanery. In connection with the construction of new churches and the creation of territorial vicariates, it is possible to increase the number of deaneries - so that in each vicariate, like the central one, there are 2-3 deaneries. In this regard, His Holiness Patriarch Kirill addressed the suffragan Eminences with a request to make appropriate proposals by March 2012.

    To carry out the activities of managing the vicariate, the vicarial bishop convenes a meeting of the clergy of the vicariate, creates a vicariate council and a secretariat (records service) of the vicariate. The assembly of clergy of the vicariate consists of clergy of all canonical divisions of the vicariate who have not been prohibited from clergy and have not been prosecuted by an ecclesiastical court. Meetings of the meeting are held at least once a year to resolve the most important issues.
