Why do people refuse Russian passports?

The replacement of passports of Soviet citizens of the 1974 model with new passports of citizens of the Russian Federation began 20 years ago. The mother of two children hid her from law enforcement agencies, deciding to raise her on her own. She did not contact the police or the juvenile affairs commission.

The family named the girl Marina and gave her last and patronymic names after her adoptive father. But the documents were not completed - for a birth certificate, it was necessary to at least know the date of birth. The fate of the undocumented girl became known only after the death of the woman who sheltered her. The son of a random guardian volunteered to help Marina with her passport and medical insurance.

She has no education. At first she helped around the house, and as she grew up, she found illegal part-time work: she washed floors in nearby shops and cleared snow in courtyards. She was paid 150 rubles a day. I lived on this money. Caring people also helped Marina: some would give her a down jacket, some would give her shoes.

Representative of the non-profit organization Institute of Social Development Irina Vozdvizhenskaya told RIA Novosti that this is not the first time the girl has come to the attention of government services. “The story is generally ambiguous. Orthodox passport - what is it?

And most importantly, it confirms their reluctance to accept numerical identifiers and bear the name of the beast.

I recently read a publication on the Internet that interested me as a person who refused to obtain a passport as a citizen of the Russian Federation. The author of the article talks about a “unique” way of life with a “unique document” obtained from the “Society of Self-Identifying Individuals. Main document" (OUSL OD). It seemed to me that a solution to my difficult situation had been found. But before receiving the “OUSL OD” document, I decided to study the documents of this company. The result of the search and analysis of the information posted by OUSLOD on the issuance of “passports”, conversations with people who received a passport, study of the Charter and other documents (OUSL OD) gave me a shock. I would like to warn Orthodox Christians who receive these “documents” not only against illusions, but also against very likely troubles. These homemade documents are issued by an unregistered organization, the Charter of which is chaotic in content and illiterate from a legal point of view. I warn you right away that there is no publicly available information about the organization. You won’t find the Charter all over the Internet, except for scraps (extracts from the Charter). Some members of the organization were given copies of documents.

An unregistered organization conducts illegal activities - for money, according to the advertisement, 300-400 rubles, but in reality, according to those who received the document, for 500-1000 rubles. issues citizens a certain document, an identity card in brackets, a passport. The motivation for receiving money from citizens is as a voluntary donation. Whether such an explanation for new entrepreneurs will satisfy the relevant authorities is a big question. But that's their business. What consequences await citizens who receive the document “two certify the third” (“USL OD”)?

We citizens who refuse a Russian Federation passport are interested in how lawful it is to use the document received, and whether its use in life could entail liability? It turns out that the fears are well founded.

Representatives of “OSL OD - “two certify the third”” in their explanations give contradictory interpretations of the purpose of the “document” they issue.

The first explanation is a document of a traffic participant and nothing more.

If we consider this certificate as an internal document of the members of this obscure association, then why do they take money from people, and a lot of it.

Do thousands of Orthodox Christians who send money, copies of their documents (BIRTH CERTIFICATES, PHOTOS, documents on citizenship, military service, etc.) to “OSL OD” only want to join a society about which they know nothing?

To join the unknown society “OUSL OD”, do grandmothers living without a pension send their last money for a document as a member of the society? Of course not.

When advertising their product, the leaders of OUSL OD give a completely different interpretation of the meaning of homemade passports when selling them. Representatives of “OUSL OD” convince people that the document can be used when purchasing tickets, proving their identity to the police, when receiving a pension or benefits. They claim that by such a surreptitious procedure the state will be forced to recognize the “USL OD” document as an identification document of a citizen. To do this, it is necessary to recruit as many participants as possible who have received passports. The far-fetchedness and irresponsibility of such a statement is amazing.

Orthodox people know well how difficult it can be to obtain a pension, benefit or other necessary action in life with the help of a “Certificate of Personal Identity”. But it is issued by notary offices on the basis of the law. However, many pensioners are denied pensions and benefits. Only some lucky ones manage to achieve justice in the courts with a “Certificate of Personal Identity”.

And here an anonymous society offers “a passport for three - two certify the third” (and in absentia) and assures that the state will agree with this method of identification?

People who sent their documents and money to the unknown society “OUSL OD” do not see its organizers; there is not a single name of the organization’s leader in the statutory documents. Representatives of “OUSL OD” refuse to show citizens any documents about their organization. The Society verifies the identity of a person at a distance with the help of two witnesses in absentia, and at the same time accepts the citizen as a member of the Public Institution. They formalize the decision of the Founders or the Board in absentia. Sometimes representatives of OUSLOD travel around the regions and buy passports for the population on the spot.

Withdrawal from the Company is allowed only upon written application and subject to surrender of the received certificate.

According to the Charter of this organization, a person who has received an “OUSL OD” Certificate is its participant who has responsibilities, including the obligation to report changes in personal data made to the certificate. Do people know where they are entering, are they aware of the possible consequences for themselves and the possible responsibility for the activities of the Society, of which they are a member, but about which they know nothing?

Before you give money and provide your personal data to the “OSL OD”, think about who is its head, where is the address of the Public Institution, what is its activity, why is it impossible to find the Charter and Conditions for issuing the document?

By joining the “OSL OD”, citizens do not know the legal consequences that may await them in the future.

The Self-Identification Society (OSL OD) is an organization that provides paid services in the form of a citizen’s identity card with the issuance of a document. This document has all the attributes of a passport of a citizen of the Russian Federation - the name of the country RUSSIA, the state emblem. The document contains sections: registration, attitude to military service, marital status, etc. All this personal data must be provided by a person before receiving a passport.

The leaders of "OSL OD" explain that according to the issued document, people can receive pensions, buy tickets, i.e. use it as an identification document. By offering to use such a document, a person is pushed into at least an administrative offense, and in some cases, the use of a document can lead to criminal liability. After all, the use of such a document when receiving money, making purchases and other situations is only possible by deceiving a cashier or other employee of an organization.

For example, a person, taking advantage of the ignorance of a civil registry office employee and being legally illiterate himself, will register a marriage using a certificate, children will be born, and the spouses will acquire property, such as an apartment.

The marriage will be invalid, and so will property transactions. Children will be born in an unregistered marriage. And the citizens themselves will find themselves in the position of fraudsters, they may lose property or be held accountable.

Looking forward, it seems to me that sooner or later the state will not recognize the “passport for three”, as the leaders of “USL OD” promise, but will deal with its manufacturers and distributors, and at the same time with innocent, deceived citizens who, in accordance with the meaning, received document by participants of a public institution that issues identity cards - passports on a paid basis.

And won’t the question arise about the personal responsibility of each participant in “OSL OD” for the activities of this organization?

After all, by receiving a document on joining the “OUSL OD”, a citizen becomes its participant, and, therefore, shares responsibility for the activities of the organization as a whole.

Unfortunately, my illusions about the possibility of obtaining a document that will allow a person with an old USSR passport to obtain a legal alternative from the “USL OD” have disappeared like smoke, and it is very possible to run into troubles, which in my difficult situation are already enough.
