Established in 1867, recreated in 1945.
In accordance with the current Charter on the management of the Russian Orthodox Church, it is a synodal institution of the Russian Orthodox Church, is part of the hierarchical structure of the Religious Organization "Russian Orthodox Church", is under its jurisdiction and is an executive body of the Russian Orthodox Church.
Tasks of the Training Committee:
- carry out methodological and administrative management of spiritual educational organizations of the Russian Orthodox Church;
- organize and develop a system of training, retraining and advanced training for clergy, clergy and religious personnel of the Russian Orthodox Church;
- organize and develop a system of training, retraining and advanced training of teaching staff of spiritual educational organizations of the Russian Orthodox Church and other educational organizations of higher education established by religious organizations of the Russian Orthodox Church and subordinate to the Educational Committee.
Specialists of the Educational Committee regularly inspect spiritual educational organizations of the Russian Orthodox Church, provide them with the necessary methodological and advisory support, participate in the development of state educational standards in the field of education, promote licensing and accreditation of spiritual educational organizations of the Russian Orthodox Church, represent the Patriarch, the Holy Synod and the Higher Church The Council provides materials and projects for decision-making in the field of professional religious education, and also proposes for consideration the most important issues in the field of professional religious education, including the creation or liquidation of spiritual educational organizations of the Russian Orthodox Church.

By the decision of the Holy Synod of October 15, 2021 (magazine No. 91), Archpriest Mikhail Vakhrushev was appointed first deputy chairman of the Educational Committee, and Archpriest Valentin Vasechko was appointed deputy chairman.
By the decision of the Holy Synod of December 28, 2021 (journal No. 137), the Synodal Library named after His Holiness Patriarch Alexy II was assigned to the Educational Committee, retaining the name.
By the decision of the Holy Synod of May 30, 2021 (journal No. 62), Moscow cleric Archpriest Alexander Troitsky was appointed deputy chairman of the Educational Committee - director and executive director of the Synodal Library.
By the decision of the Holy Synod of June 17, 2021 (magazine No. 47), Archpriest Mikhail Vakhrushev was relieved of the post of first deputy chairman, Hieromonk Apollinaris (Panin) was appointed to this position, while retaining his position as rector of the Pererva Theological Seminary.

Universities
Employees of the Investigative Committee are trained by the Moscow and St. Petersburg Investigative Committee academies. These two main universities have branches:
- the Moscow Academy of SK - in Yekaterinburg, Khabarovsk and plans to open in Novosibirsk;
- at St. Petersburg - in Rostov-on-Don and Nizhny Novgorod.
Graduates of departmental academies receive specialty 40.05.01 “Legal Support of National Security” in criminal law specialization and can engage in the following types of professional activities:
- law-making;
- law enforcement;
- managerial;
- law enforcement;
- expert-consulting;
- research;
- pedagogical.
The specialty program provides full-time study and is designed for 5 years. The number of budget places is determined annually by the Chairman of the RF IC depending on the needs of the department’s structural units.
Study at universities of the Investigative Committee also takes place in master’s programs in the direction 40.04.01 “Jurisprudence” in the following profiles:
- investigative activities (in person);
- forensic support for investigative activities (in absentia).
In graduate school they study criminology, criminal law and procedure.
Features of selection
You can enroll in a university of the Investigative Committee:
- after 11th grade;
- after graduating from college;
- having a higher professional education (for a master's degree - a bachelor's degree).
Only candidates who have passed preliminary selection in the departments of the Investigative Committee of the Russian Federation at the place of residence or study will be allowed to participate in the entrance examinations to the specialty and master's programs. They must submit an application to the head of the local investigative body of the Investigative Committee before April 1 of the year of admission. The work of organizing selection is entrusted to personnel department employees who:
- During the interview, they try to find out the applicant’s motivation for enrolling in an educational institution;
- explain the features of the educational process and further service;
- introduce you to the conditions of admission;
- identify the reasons preventing his service in the Investigative Committee, if any;
- They create a personal file for the applicant, which is sent to the university admissions committee.
Package of documents
Along with the application, the citizen must submit copies of the following documents:
- passports;
- a document confirming the change of surname, if any (marriage certificate, certificates from the registry office);
- certificate;
- military ID;
- TIN and SNILS;
- certificates and diplomas - to award additional points for personal achievements;
- documents confirming special rights upon enrollment.
Certificates required:
- from dispensaries – neurological and psychoneurological;
- that the candidate has no criminal record;
- about his state of health according to form No. 086/u;
- about the absence of compelling reasons for refusing admission to study.
The applicant must also submit:
- questionnaire;
- autobiography;
- characteristics from the place of study or work;
- 3 photos each – 3.5 x 4.0 and 4.0 x 6.0 cm.
All these documents must be submitted no later than May 5, otherwise selection will be denied. Having studied the personal file, the commission involved in the selection of candidates for admission to the UK university prepares a conclusion. Based on this, a decision is made to send to the academy. Personal files are received by the university until June 24.
Information procedure
The following information should be posted on the academy website by March 1:
- about addresses where you can submit documents or send them by mail;
- about the possibility of electronically sending a package of documents, for example, this option is not provided at the Moscow Academy of IC;
- on mandatory medical examination;
- organizing entrance exams for people with disabilities.
Information on admission conditions will be published before May 1. The following information will be posted no later than June 1st:
- on the number of allocated budget places (on average approximately 100 each year);
- entrance exams and their degree of priority;
- about DVI programs and dates;
- minimum score for each exam or DVI;
- deadlines for accepting documents and conducting exams;
- advantages for different admission conditions;
- closing dates for submitting originals.
The DVI schedule is posted on the website no later than June 24.
Admission procedure
The results of the Unified State Exam are taken into account as entrance exams:
- In Russian;
- social studies;
- stories.
Their total score should not be below the threshold set by the university. Unified State Exam scores for 4 years will be taken into account as the results of entrance examinations.
DVI is carried out:
- in the Russian language - in writing, in the form of an essay;
- social studies - orally;
- physical education - after a medical examination, in a form developed by the university.
The period of entrance examinations is from July 10 to July 31. They are considered successfully completed if their results are not lower than the minimum specified by the university. This indicator is determined for each type of test and does not change during the admission campaign.
The originals are submitted to the admissions office from July 22 to July 31. At the same time, a student agreement is concluded with the applicant, provided for in the fifth paragraph of Article 16 of Federal Law No. 403 of December 28, 2010. Based on the contract, a university graduate is obliged to serve in the investigative bodies of the Investigative Committee for at least 5 years. Otherwise, he must reimburse all training costs. The exception is cases of dismissal for reasons specified by law. A sample student agreement can be downloaded from the academy website.
Special rights
Up to 80% of all allocated places are provided to categories of applicants with special rights - they are the same as for applicants to civilian universities. The main difference is that more places are allocated for quota admission:
- for orphans - 35% of the total number of places;
- combat veterans – 10%.
If the number of applicants under the quota is greater than the number of places allocated for them, then those eliminated by points retain an advantage when enrolling in the general competition.
In case of successful passing of entrance exams and DVI, enrollment occurs in order of priority.
Individual achievements
Personal achievements are taken into account by awarding additional points:
- for the status of champion of the Olympic Games or European and World Championships - 5 points;
- certificate and TRP sign – 3–5 points;
- certificate or diploma of secondary vocational education with honors – 5;
- victory in the open competition of the Moscow Academy of SK – 10;
- title of winner of the same Olympiad – 8;
- diploma of a winner or prize-winner of competitions in specialized subjects – 3;
- volunteer activities – 1;
- additional education to prepare children for service in the UK – 10;
- work experience of 2 years or more – 10;
- military service - 10.
The total number of points awarded cannot exceed 10.
Enrollment procedure
Based on the results of entrance exams for each competition, lists are formed separately, indicating:
- grounds for admission;
- the number of points received for each exam, DVI, personal achievements;
- total points;
- benefits upon enrollment.
The lists are ranked in order of priority for each admission condition separately and are updated daily. Those who do not submit the originals on time are eliminated from the competition. The list of applicants who have passed the tests, highlighting candidates for admission recommended by the admissions committee, is posted on August 1. The next day the order for the first stage of enrollment is published:
- incoming BVI;
- according to quota;
- out of competition.
On August 6, an order is published on the admission of applicants from the list who submitted the originals until the remaining places are completely filled. If after all stages there are still vacant places, the academy may announce additional admission from among the persons included in the ranked list and who have provided the originals.
