Russian weapons deal a blow to the dollar monopoly

“If Kyiv wants to maintain transit, it needs not to put forward demands, but to make specific proposals that will be attractive from the market point of view,” energy expert Stanislav Mitrakhovich told the VZGLYAD newspaper, commenting on the list of conditions under which Ukraine will agree to the completion of the gas pipeline “ Nord Stream 2."

“Ukraine is not in a position to dictate any conditions to Russia or the European Union,” says Stanislav Mitrakhovich, a senior researcher at the Financial University under the Russian Government, a leading expert at the National Energy Security Fund.

According to him, if Kyiv wants to secure a new long-term contract to maintain transit after 2024, it needs to adapt to the current circumstances. At the same time, the expert admits that we can also talk about a short-term contract. In his opinion, this option could well meet the economic interests of the two countries.

“But in order to maintain the opportunity to extend at least some contract, Ukraine must offer transit conditions that will be better than transit through Poland,” explains Mitrakhovich. – Now transit through Ukraine is the most expensive. However, if it offers a cheaper option, then Russia could retain some of the transit through its territory.”

The expert emphasizes that Kyiv should “not just walk around and dictate some conditions, but enter into negotiations with specific proposals.” In such conditions, he even has a chance to get something, since Europe’s own gas production will decrease and, accordingly, the demand for imported gas will increase. But it’s one thing to offer something specific, it’s another thing to make faces and put forward conditions for players who are, by definition, stronger,” Mitrakhovich explained, adding that “Ukraine is just a transit country and no one will take its demands seriously.”

As for the integration of the gas and electricity markets of Ukraine with the EU, this process is already underway. “Kyiv has adopted a number of laws to reform its gas market in accordance with EU principles. This has already led to an increase in the cost of gas and electricity in the country. Theoretically, it is believed that this should lead to increased investment in this area in the future. So we can consider this factor as positive for Ukraine,” Mitrakhovich noted.

“It’s not clear what type of integration they still need. So that Ukraine's electricity grid is connected to the European one? But for this, Ukraine must spend the money itself and join this network, and not wait for the weather by the sea,” the expert points out. “Therefore, instead of pathetic statements, it is better for them to make more specific proposals. Then they even have some chance of satisfying some of their desires,” Mitrakhovich concluded.

Earlier, Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine Olga Stefanishyna announced the conditions under which Kyiv would agree to complete the construction of the Nord Stream 2 gas pipeline.

“First of all, this is a package of energy solutions. This is a guarantee of preserving transit and continuing contractual relations within the framework of a trilateral contract,” said the Deputy Prime Minister.

Also, according to her, Kyiv should receive “guarantees, not agreements” regarding “territorial integrity and sovereignty.” “And also the fulfillment of the EU’s obligations to integrate the gas and electricity markets in accordance with the association agreement with the European Union,” Stefanishina added.

The day before, Ukrainian Foreign Minister Dmitry Kuleba said that the agreement between the United States and Germany on Nord Stream 2 would not stop Kyiv in the fight against the Russian gas pipeline, “the game is not over,” and that “two more halves and a penalty shootout” will follow. Earlier, Kuleba said that the US-German deal on the Nord Stream 2 gas pipeline did not satisfy Kyiv, as it does not resolve the issue of Ukraine’s security.

Let us recall that US Undersecretary of State for Political Affairs Victoria Nuland said that Germany, as part of the agreements with the United States on the Nord Stream 2 project, will seek an extension of the energy transit agreement between Russia and Ukraine, which expires in 2024, for ten years. In addition, Germany pledged to comply with the “letter and spirit” of the Third EU Energy Package in relation to the Nord Stream 2 project and expressed its readiness to support Ukraine’s energy security in order to protect against a possible interruption of gas supplies from Russia.

Foreign Minister Sergei Lavrov noted that the agreement that Germany undertakes to ensure the extension of the transit of Russian gas to Ukraine after 2024 is striking. Ambassador in Washington Anatoly Antonov pointed out that the rhetoric of the United States and Germany is unacceptable for Russia.

Presidential spokesman Dmitry Peskov said that the phrase “they married me without me” reflects Germany’s intention to use its influence to extend gas transit from Russia through Ukraine for ten years.
