The modern Publishing Council of the Russian Orthodox Church was the legal successor of the publishing department of the Russian Orthodox Church, created on the basis of the “Regulations on the management of the Russian Orthodox Church” adopted in February 1945 at the Local Council of the Russian Orthodox Church in 1945. This department was entrusted with the responsibility for publishing the “Journal of the Moscow Patriarchate,” church calendars, holy scriptures, liturgical literature, manuals for clergy and clergy, and other books necessary for church life. In 1956, the Publishing Department published the Bible in the country for the first time since 1918[1].

At the Council of Bishops in 1994, the issues and problems facing the Russian Orthodox Church in the field of publishing were considered and the following decision was made:

...instead of the Publishing Department of the Moscow Patriarchate, create the Publishing Council of the Moscow Patriarchate as a collegial body consisting of representatives of synodal institutions, theological schools, church publishing houses and other institutions of the Russian Orthodox Church[2].

Publishing functions, which previously lay with the department, were assigned by the decision of the Holy Synod of February 22, 1995 to the newly created Publishing House of the Moscow Patriarchate. By the determination of the Holy Synod of the Russian Orthodox Church on October 6, 1999, the Publishing Council was given the status of a synodal department.

Awards[ | ]

The award of the Publishing Council is the medal of the first printer, Deacon Ivan Fedorov. It is a form of encouragement for the clergy and laity for significant contributions to the work of the publishing council - the work and merits incurred in the development of Orthodox authorship and publishing activities, spiritual and educational, scientific and theological, administrative and church-social work, the implementation of charitable and social projects. The medal was established on the basis of the regulations on awards of the Russian Orthodox Church. The medal has two degrees; when awarded, a medal and a certificate are awarded. The medal is worn on the left side of the chest.

By definition of the Council of Bishops in 2000, the council was assigned additional functions:

The Publishing Council is required to take care of the theological, scientific, spiritual and aesthetic level of literature produced by dioceses and other canonical church units, which, in turn, must strictly submit to the Council their publishing plans and copies of published books, magazines and newspapers.[3] .

In addition, the council determined that all editions of liturgical literature must be approved by the publishing council.

The 2004 Council of Bishops, in its definition “On issues of the internal life of the Russian Orthodox Church,” Fr. For this purpose, the publishing council was granted the right to “put on such publications the stamp “Approved for printing by the Publishing Council of the Russian Orthodox Church””[4]

On December 25, 2009, by decision of the Holy Synod, the publishing council was entrusted with the mandatory review of all publications intended for distribution through the church (diocesan, parish, monastic) bookselling system[5]

The tasks of the council include coordinating the activities of Orthodox publishing organizations, providing methodological, legal, organizational and other assistance to both church and secular publishing houses[6].

Not all publishers and authors have a theological education, so the main task of the review board <…> is to identify the conformity of the content of a particular publication with Orthodox dogma. Some books have to be sent for revision, some even have to be refused a stamp - many publishers are very dissatisfied with this. But the board proceeds in its work from the fact that the Church bears full responsibility for the spiritual safety of its children. Therefore, any person who buys a book in a temple must be sure that this book, at a minimum, will not cause him spiritual harm, and, ideally, will serve his spiritual growth[13].

At meetings of the publishing council, it was decided to consider it impossible to distribute books[14] through the church (diocesan, parish, monastery) book network, since they contain statements that contradict the doctrine of the Orthodox Church.
